The Collapse of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency sparked by the presentation of a new 28-article proposal for ending the war appeared – briefly – to have been contained. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are conducted: hopeful statements are delivered from various governments. Considerable effort is devoted on restraining certain initiatives. By night, Moscow brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from across the border, a ability provided through timely intelligence. From witness perspectives, military aircraft that had been deployed to intercept incoming guided weapons roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems thundered: multiple launches targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, probably provided by allied countries. Every launch shakes the surroundings, rattling buildings. The instant of fear quickly becomes grim resignation: maybe the hostile projectile won't strike its target this time, sparing the city from devastation and another blackout.

Continuous Dangers

Following this, a heavy machine gun fired at a aerial vehicle in the vicinity, part of a mobile-fire group – probably Western-made equipment. Regrettably, the shots failed to hit the enemy aircraft – it maintained course toward its target.

With pauses, this continued until dawn. Kyiv faced the daybreak reports: several casualties, damage and heating outages in multiple buildings as a result of the evening attack. As always, everyone still maintained normal activities – experiencing conflict. But those full day demonstrated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are demonstrably unable to fill in the immediate future.

Ineffective Peace Efforts

The 28-point plan from US administration sparked intense emotion, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new proposal from American administration unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually achieve victory. This pattern will, certainly, endure.

Tactical Assessments

It is easy to blame specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. American leadership operates on a principle understood by international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is unfeasible to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, American administration does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the status quo will not change more in its benefit in the months ahead.

Opposing Positions

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but avoiding a entire defensive failure until conditions improve in its benefit.

Present Conditions

Factually, there are no genuine requirements for a ceasefire. Now, personal considerations are entering the equation: personal goals to mediate resolution and achieve global acclaim, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their objective will now be considerably more difficult after current events, it remains quite doubtful that this will change their overall approach.

These opposing factors are driving the talks.

Assessment and Future

It took a only one week to terminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, latest revelations, all served their function.

While new plans based on old ideas are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and show certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, primarily depend on ongoing international assistance.
